OTAGO INDOOR BOWLS ASSOCIATION (INC)
GENERAL COMPETITION RULES
1 All
rules of play as adopted by
under the jurisdiction of the Otago Indoor Bowls Association
(OIBA).
2 Only
players who are registered with
of an affiliated club may participate in any event under the
jurisdiction of OIBA or
one of its affiliated member clubs, unless such an event is
deemed by the executive
of OIBA to be a promotional event.
3 No
alcohol is to be consumed in any area where matches are being played and no
person under the influence of liquor will be permitted to
participate in any match.
4 No
smoking is permitted in any hall at any time where matches are being played.
5 No
practice play is permitted prior to any match commencing.
6 For
all fixtures a time limit may be applied on all games up to and including the
quarter-finals but will not apply to the semi-finals or
finals.
7 Any
club who wishes to run a tournament must apply in writing to the OIBA Executive
by the date set. A tournament is defined as a competition
where entries are
sought from individual teams or players from more than two
clubs.
8 No
individual may enter and play in more than one tournament on the same day
except where the post section is to be held on a different
day or each session is a
complete tournament.
9 Any
player once having played a match for any club shall not be eligible to play
for
any other club in the same playing season. A player may
apply in writing to the
OIBA
Executive to transfer clubs, such application to be accompanied by a clearance
from the applicable club. The act of playing as a substitute
in accordance with
the rules of Interclub Competitions is not deemed to be ‘playing
for another club’.
10 Dual
Representation. Where a player is a member of two, or more, clubs they are
required prior to the commencement of the first round of
Interclub to declare in
writing to the secretary of each club of which they are a
member as to which club
they intend to play Interclub and Championship events for
during that season. The
Secretaries
of all clubs so affected shall provide written notification of such
declarations
to the OIBA Secretary. Once a declaration has been made, or
an Interclub or
Championship
event played, a player may not play such an event for another club
unless approval is given by the OIBA Executive under the
rules governing players
transferring from one club to another.
11 Any
disputes that arise as to the interpretation or application of any rules shall
in
the first instance be submitted in writing to the Operations
Manager. Any appeal
of a decision made by the Operations Manager should be
addressed in writing to
the OIBA Executive whose decision shall
be final and binding on all parties.
SPECIFIC COMPETITION
RULES
CHAMPIONSHIP EVENTS
1 Entrants
shall consist of players from the same member club affiliated to OIBA.
2 Substitutes
shall be permitted, at the discretion of the Operations Manager, in
accordance with the laws of the game, except that the
substitute must come from
the same club as the original entrant and can not already
have played in the event.
3 Other than for singles, teams shall consist of those players named on the
entry
sheet, but that they may from game to game play in any
order.
4 The
Garner Trophy is awarded to the last lady in the Otago Champion Singles.
Should
more than one lady exit the competition leaving no ladies in the competition
then these ladies shall play off until a winner is found.
5 For
Singles games no person may act as a marker during post-section for a player
who is either a family or club member. Markers will be
appointed for games from
the quarter-final stage onwards. Anyone acting as a marker
is encouraged to read
and abide by the markers duties set out in the laws of the
game.
6 Singles
games shall be of 12 ends or 30 minutes.
7 Pairs
games shall be of 9 ends or 35 minutes.
8 Triples
games shall be of 10 ends or 40 minutes.
9 Fours
games shall be of 10 ends or 50 minutes.
CHAMPION OF CHAMPION
EVENTS
1 Conditions
of play shall be the same as for the Championship events except for the
following rules which apply only for the Champion of
Champion Events.
2 Entrants
must be found by competition play in each affiliated club and only the
winners of such competition, or replacements as described
below, are eligible to
compete in these events.
3 Entries
will only be accepted from clubs who on their entry form name a winner
and a runner-up. By definition if a competition has occurred
a runner-up must
exist.
3 Subject to approval from the Operations Manager, a member of a team that won
their club championship event who is unable to play in the
Otago Champion of
Championship
may be replaced by the corresponding player from the runner-up
team. For Pairs and Triples, one replacement only is
permitted. For Fours two
replacements are permitted.
Any player registered to the OIBA can enter this event as long as the
player is prepared
and available to travel to the national
finals.
Games shall be of 15 ends or 40 minutes.
2008 : National Finals in
NEW
Four players (two men and two women) registered to the OIBA can enter
this event as
long as all the players are prepared and
available to travel to the zone and national
finals. Players need not belong to the
same affiliated club.
Games shall be of 10 ends or 60 minutes.

Saturday 26 July
JUNIOR SINGLES
Any player registered to the OIBA and is under the age of 18 as at 1
March this year can
enter this event as long as the player is
prepared and available to travel to the national
finals.
Games shall be of 12 ends or 35 minutes.
2008 : National Finals in
CRAWFORD CUP and SMAILL
TROPHY
Affiliated Clubs may enter multiple teams consisting of 4 female players
into the Crawford
Cup and / or 4 male players into the Smaill
Trophy events.
In the event that a Club is GENUINELY unable to fill a team they may
seek approval from
the Operations Manager to use one
player from another Club. If approved the alternate
player may play in any position other than
skip.
Games shall be of 8 ends or 40 minutes.
NOVICE SINGLES
Any player who has been a registered bowler for three or less years can
enter this event.
Games shall be of 12 ends or 30 minutes.
GENERAL INTERCLUB RULES
The following rules apply to all
Interclub competitions
1 If
a club is GENUINELY unable to fill a team, a request to use players from
another
club not already entered in the competition may be submitted
in writing to the
Operations Manager. If granted these additional players may
play in any position
other than skip of either fours or pairs or in singles. A
list of approvals granted shall
be on display in the office at the Indoor Bowls Hall.
2 A
team may play one substitute, being a registered player in the hall not
otherwise
playing, who shall play as lead in a team. Substitutes are
not permitted in any
game of singles.
3 In
the event of scores being level after the required number of ends have been
played, or the time limit reached, the game shall be drawn.
If the last end is killed
then rule 28 shall apply.
4 A
club with 2 or more teams in a competition may organise
their players amongst
their multiple teams on different playing days as they see
fit.
5 All
Interclub Playing Fees must be paid prior to the start of play. This includes
those Clubs which pay Interclub Fees on
behalf of their players.
